"Wait, those hooded beings on mainland are CATS!?"-Nav, trying to hold back laughter.
The initial SyndiCATe task is a Nav task, and is a side task. His tasks are unlocked after Rocky's AND Vanessa's Taskline is done and is a No Pups' Land task. It's the final frame of tasks for that area.
The SyndaCATe loves making cat puns. It's their thing.

Talk to Nav and receive initial instructions.
Go to TimeSkip Town and deliver a package
The package is the alternate way to unlock TimeSkip Town at which point you will have the task to talk to a group of Spiral-looking creatures. Interact and report back to Nav. Fastest route back is via the Teleport skill learned earlier.
Deliver a message to Vanessa
Deliver a note to Vanessa, then report back to Nav.
Defeat the boss in the not so hallowed hall of doom
