The Realm of the Sky is Sigil's DLC, available under the standard platform release cycle. The content is made available after Level 10, not before.
To get to the content, you must:
- Own "The Realm of the Sky" DLC (Free),
- Head to Hyper Island on the western Water District of the City (Accessible from NPL or the City, whichever method you want to take)
- and go to the foggy door that has some teleportation pads.
